This submission outlines the concept of "knowledge diplomacy" for Canada, or the conception of a strategic policy instruments enabling the negotiation and implementation of knowledge partnership agreements with Asian countries. Such partnerships should include a wide variety of knowledge related to academia, science, technology, know-how and skills. Such partnerships should be facilitated by the Canadian federal and provincial governments and associate the private sector in various forms.
